Yes, PHX has better weather. And while I do not know the statistics, my guess is that DFW is subject to weather disruptions less often than SLC is. Plus, if a DFW-JFK flight is cancelled, AA can always re-accommodate you on DFW-LGA.
I do not know if or when AA Eagle will resume RNO-LAX service, but I note that both the RNO Airport Wiki and the LAX Airport Wiki indicate that American Eagle serves that route seasonally.
Highly unlikely I would suspect - SLC runs an impressive operation in the winter and it takes a lot of snow to cause problems beyond simple deicing etc. We do have occasional thunderstorm issues in the summer, but far less than DFW, which also shuts down at the slightest hint of ice or snow. Pretty sure SLC is #1 in the US for on-time percentage of major hubs.
I've flown RNO-SLC and v/v a fair amount and upgrades are all over the map, though are definitely getting harder. The evening E175 RNO-SLC is the best chance by far, but doesn't connect to much going east aside from redeyes. SLC-JFK and v/v is probably my most frequent route, and has always usually been a non-starter for anyone without a RUC/GUC unless it's the redeye SLC-JFK or the early morning JFK-SLC on a weekend not in ski season.
