India used to issue VoA for a few countries. There was just a stamp in my old passport which I don’t have access to.
when I checked a few months ago for a friend, the true Visa on arrival ( where you could just land and apply without any prior paperwork ) was only open to Japan / South Korea and UAE (UAE only if there was a prior visit )
Even with these there are restrictions based on family origin etc ..
