Thanks rasheed. Your comment prompted me to try to redeem against another travel charge, from the same airline. Sure enough, while a $162 charge from Serbia Air kept flubbing, the $148 charge went right through. Extremely bizzare.

So now I'm reasonably confident that it's a weird, one-off glitch tied to this transaction. Will follow up if anything else like it occours.
