That’s not entirely true. The official name change policy for travel agency is here. Intra-canada tickets can be transferred to a new name for a fee or free, depending on the fare brand.
That said, the process involves creating a new PNR so I suspect fare difference would apply.

Edit: At a closer look the policy pdf refers to tickets before 2023-01-11, so it’s probably a covid period policy. There is no published official policy for non-corporate bookings for now, but I think latitude domestic ticket is name changeable.
