Yes, if you don't buy a infant ticket (seats) dont get additional luggage. Only gey additional when buy a ticket for you infant. The luggage include in this ticket is according to ticket fare don't status luggage benefits.
the 3 x 32 kg is a status benefits don't fare allowance.
