The checked bag fee will be in NOK, the fee in CAD as you mentioned (so 75 CAD) converted to NOK at the market rate when you check in. You should be able to add bags when OLCI opens, but not prior. (I believe the local currency aspect applies for locations where you pay in the local currency on the localized version of Air Canada's website.)
