On aircraft where there is sufficient cupboard space, usually they will accommodate (space permitting). Gate agent usually checks with Crew. Check your aircraft type. B737 & A220 cupboard space is very limited.
Yes, but on these flights, I was easily able to just lay them in the overhead bin behind the other bags. On at least 20 flights nobody ever asked or batted an eye at it.
