For departures they may. Also to use the DL Lounge. Not unheard of that in the US planes arrive at one terminal (with CBP) and then get towed to another for departure. Look at Chicago for instance (all international arrivals in T5, but AA and UA and LH départ from other terminals). Or some flights at SFO (Alaska Airlines from/to Mexico). Etc.
