That's exactly the point: this is not how it is supposed to be but how both the website, app, and CS via phone and email priced it out. Post-factum the AF claims/complaints department says they are not able to deal with any of this or look into it and send you back to the people who misquoted you the associated fees with the change, leaving effectively only a DOT (or equivalent) complaint or a dispute through the CC company though the latter is somewhat dangerous to do before actually flying on the then changed flight.

If the fare that you purchased has the text quoted above they should be using the fares in effect at the date you purchased/issued the original ticket. So even if there is no O inventory available anymore, so you'd be changing into e.g. Z, it should use the appropriate Z fares in effect at the time of purchase. Of course those fares might have different requirements that may interfere with your proposed date/time/destination change.
With Delta I have seen that the fares are written like: "after departure ... before all international components are used ... use fares in effect at ticketing OR fares in effect at time of change" and another OR that may have been fares in effect at outbound departure or something.
Now the big question arises when the fares aren't listed anymore; does that mean that an agent who's had minimal training can still see them or not? Or if you have buggy computer system, will it be able to correctly pull them from the archive?
