The mileage amount is just the cash offer at 1 CPM for online seat upgrade offers. For domestic itins, they subtract out the 7.5% domestic US Excise tax on the cash offer before converting to miles. For international itins, they just round up the mileage offer in 100 mile increments after converting from cash price at 1 CPM (so the cash offer in your case would have been something like $648.XX).
