Pretty sure Amex is still using Expedia as their agent aren't they? Chase switched away from Expedia last year and it's much improved but I still don't think they'd be competent to issue a RTW. There are definitely a few independent agents who lurk on here but none seem to publicly offer to ticket RTWs so I'll let you find them and PM them yourself if that's of interest. Independent agents of course do have to sleep and likely have a regular job, so it may take a day or two to make changes vs. a 24 hour agent like Amex (though I seriously doubt Amex can issue RTWs, but would love to be proven wrong).
