I've been through MNL 29 times - mostly T2 on PAL (but also T1 on Qantas and T3). While the facilities and services are poor, I have never really had a major inconvenience with things like immigration being swift and speedy. About to make another trip in September - I might change my mind then.
The airport reflects the sad state of tourism infrastructure (poor bus and ferry terminals etc).
It is the DOTR(Department of Transportation) is in charge of that side of things. Yes the DOT(Department of Tourism) is no better either. It look like the hullabaloo about the new Tourism Logo (we love the Philippines) has died down for now. I know that a lot of foreigners do not like Duterte but Philippines need a strong person like him or else there will be chaos like now. Only he could have closed down Boracay and it needed to be closed down at that time.
It is a lovely place as you say and though I complain I love it too but they love to complicate things by having Boards or Committees for everything and never getting anything done.
