Always read to give extra time when connecting through the US. With preclearance at YYZ is a 4.5hrs connection overkill? There is another flight option that arrives 7:33pm.
Seems I can take shuttle bus and avoid security. I'll also have checked bags, but unsure if I'd have to get them rechecked.
Right now I would say it is NOT overkill. The performance of YYZ/YUL-NYC is just dismal at the moment. At least you are not on AC.
You should have a backup plan day-of travel either direct from YYZ or via something like ORD
