This may be a good time to resurrect this thread, given UA's recent SFO-MNL announcement.
UA formally withdrew its objections to the AA/PR codeshare efforts:

MOTION OF UNITED AIRLINES, INC.
United hereby moves for leave to withdraw its objections to the following applications:
- Application of Air Philippines d/b/a PAL Express and Philippine Airlines for Manila-Guam Codesharing (Nov. 6, 2019). See Docket DOT-OST-2019-0156.
- Application of Philippine Airlines (PAL) for exemption from 40 USC § 41310 to provide scheduled foreign air transportation of persons, property, and mail between Manila, Philippines, and Seattle, Washington (Jan. 27, 2020). See Docket DOT-OST-2020-0012.
- Joint Application of American Airlines, Inc. and Philippine Airlines, Inc. for Statements of Authorization, Exemptions, and an Amended Exemption (Mar. 17, 2020). See Dockets DOT-OST-2020-0033 and DOT-OST-2009-0337.
While United did not oppose in principle the authority sought in any of the above applications, United had objected to the applications to the extent they would allow Philippine carriers to continue to expand their Manila schedules while other carriers could not.
Now that UA withdrew these objections, do you think AA and PR will resume the codesharing efforts soon?
