What you said is incorrect. This is only the case with crediting CX flights to AA. This is not the case with BA (O class being the only exception within Y cabin, but until recently CX members don't earn anything on O class, either), and certainly not AS (all classes can be credited).

CX P fares have been around for a few years and BAEC is, of course, well aware of it and decided not to credit any avios rather than the 125% for a bit more expensive biz fares. SAme for O, zero avios rather than 25% for slightly more expensive fares.
Are you sure this is intentional? P class is above I class (the sequence is JCDPI), but I class still earns the normal rate with BAEC. I would say this is an oversight, or else I class should also earn nothing.
