My e-visa was converted to an in-passport visa at BOM last week. I was directed to the E-visa section of immigration desks. Maybe I was misdirected, but the section was clearly designated as such, and separated from the general visitor set-up by a number of empty desks.
The temperamental finger-print gathering devices were still in place, but I wasn't asked to use one. There's still a bit of faff involved, i guess matching system data with the paper-work, but it was a relatively speedy process, allowing me just enough time to fill in the arrival form at the desk
