Correct. I was an Uber driver at ORD, and I'm well aware of this. Had numerous pick ups at the rental lot as well as the Fashion Outlet mall in Rosemont. Besides, the ride to the airport from Uber lot tends to take some time, mostly because the line to get out of the lot can easily take 10 minutes, on top of not being able to make a right turn to go straight to the airport, but rather go a-round about way. I presume all airports are pretty much the same.
This is my trick at SEA. I will walk through the parking garage over to the light rail station, and then take the elevator down to street level and request a ride there, in front of the Hilton. The Port of Seattle requires a 45MPG or higher vehicle to pick up at the airport so there is often a surplus of vehicles that just performed a drop-off that can't pick up.
You often get near-instant pick up at a much lower rate, with a driver that's very happy to get the fare.
