I've got the same problem. I just talked with the Citi Travel Booking.com support line, and they say it's a known problem where the citi account isn't activated in their system yet. The agent said its because the system is new (although its been "live" for 4 months). They suggested to call the Citi Thank You Rewards support line (different from the Bookng.com Citi Travel Rewards support line). 800 842-6596. Of course they are closed right now.

I kind of suspect that even if I eventually get it working that the cost of flights in points will be much worse than transfering points to airlines (especially when they offer transfer bonuses). But I'd like to see anyway. I'm not sure how they can get away with it not working at all after 4 months.
