if I book through Amex Platinum and choose to pay at hotel on checkout i.e. don’t pay Amex but pay the hotel, am I able to earn HHonors points.
The Fine Resorts and Hotels benefits are very good.

Unless my understand is wrong, the only type of third-party booking that brings you both complimentary and elite status benefits is the one made through the Impresario program.
From me with actual experience, I've never had - in about a half-dozen non-prepaid stays in different Hiltons/Conrads in Asia - any issues getting full recognition and points, as long as it's an FHR rate, as FHR is supposed to be eligible.

The Hotel Collection rate however codes as Expedia / OTA and therefore isn't supposed to get anything.

Having said that, I have heard from friends that there was a period last year where FHR bookings were also coding as Expedia, but as far as I know that's been cleared up now.
