I’d recommend walking landside to TBIT (outside along the curbside sidewalk) after checking in at T3 and clearing TSA there. The post-security T3-TBIT connector walkway isn’t scheduled to open until August and the TBIT bus departs from T2 Gate 24 so you will have to backtrack if you clear TSA in T3.
