I am quite flummoxed by your verbiage, but what you seem to be getting at is that you have some (local) people who you list as a guest on your award reservations at Category 1 properties who are able to check you in via their being on the reservation and check you out, as well, thereby earning award elite night credit to qualify for the Bilt promotion.
Your mention of Canadian properties and the summer promotion is apt except for the fact that there are very few Category 1 properties in Canada near any major population centers that an American will be visiting and remember that the bonus is per stay, thus necessitating the seeker to check out and stay at another hotel thereby doubling the number of nights away from home, as well as the cost, be it in points or $$.
I believe the Canadian promotion really works best for those members who live in the specific areas and can matress run to their heart's content whenever they wish.
These are not often visited by mattress runners or are too far from large US population centers to make it generally uneconomic for the cost of the trip.
