According to a travel agent at qxtravel.io those benefits are stackable. For a one-night stay, you would be entitled to +2 CAT Upgrade, 120 USD (20 Amb + 100 IHG L&L), breakfast, and so on... I haven't tried it personally due to COVID, so I can just repeat that this was the answer the travel agent gave me.

InterContinental Kaohsiung doesn’t allow benefit stacking. They also didn’t give me an option of welcome amenity, they just gave me a drink voucher without asking.
IHG still has a problem with “Annual Lounge Membership” not being attached to reservations. You still have to show the app, unless the front desk agent looks into your profile for eligibility or asks for the voucher itself from your app.
Contacting the hotel proper to arrival is ideal, as the IHG IT department has issues.
