Just answering my own question re. compensation for a cancelled/rescheduled flight LHR-YYZ. Non-weather related, 10 hour delay. I used the online form and after about a month, AC's response was:

I have reviewed the records for AC 859 and can confirm that the cancellation affecting this flight was within the control of Air Canada and compensation under APPR guidelines would be applicable in the amount of $1,000.00 CAD. Do note that this disruption would also be eligible for compensation under EC 261/2004 guidelines in the amount of 600.00 EUR ($882.00 CAD).

In situations where two regulatory regimes are applicable for a flight disruption, we always provide passengers with whatever regulations pays a higher dollar value, in this case APPR.

Kindly note that payment in the amount of $1,000.00 CAD will be provided to you via eTransfer and sent to the email address we have on file for you ..........

Both Mrs. Tax Dude and I received an e-transfer the next day. Happy with this outcome!
