If we just do some basic math, you only paid the amounts that don't have "PD" next to them (39 + 28.4 + 0.1 + 11.3 + 0.7 + 3.2 = $82.70) to make this change; the others should have been previously paid. As [MENTION=10124295]MNLIST[/MENTION] said, it appears you changed this ticket from one connecting at YYZ to something different, and you should be getting a refund of the amounts marked PD that are no longer applicable, which should include the $6 and $0.78 charges.
As for the partner booking fee being a scam, it's not. You just haven't apparently bothered to do any research on the basics of the Aeroplan program. The $39 fee is charged to book any itinerary including a partner airline. Like it or not, it's
clearly disclosed and consistently charged. It came in to being during
the large revamp of the program in 2020, when carrier surcharges were eliminated.
The US tax recovery fee is discussed in
a separate thread, and may or may not be scam-y. I don't know whether [MENTION=29392]expert7700[/MENTION] is correct or just out of date about that (not) being charged on non-Canada to US itineraries, but he books a lot more of those than I do.
