I have something I like to refer to as the StockRome Plan - when I have achieved sufficient flexibility in life, I'll live in Stockholm in the summers and Rome in the winters so I can spend most of the year in 15-20C weather. No ice storms. No -25C in March. No sweltering 35C in the summer. Just pleasant. This week's weather out east is a great reminder of my need to make that happen!
(Although I'm not actually sure Rome is the right spot for the winter. Public transit is mediocre, so many tourists. Madrid or Barcelona might be better)
Lisbon would be my suggestion. Very friendly visa rules in PT. I'll put in a good word in a few weeks.
