If the "hospitality service fee" is a fee imposed by local government, then it's a tax. In that case, it would be smart if the hotel changed the description to make it clear that it's imposed by local government and that all local hotels must add it -- such as "City of xxxxxx hospitality service fee."

If the "hospitality service fee" is just a fee added by the hotel, hidden below various taxes and masquerading as another tax, then it's a really slimy junk fee because the hotel is misrepresenting it.
