I only had a couple UA flights last year, but both earned the expected 75% bonus on the base fare. So my Economy Q flight earning 292 base points earned 219 bonus points whereas my Economy Y flight earning 346 base points and 87 class of service bonus points earned 260 bonus points, which works out to 75% of the 346 base points.

I had a similar experience with a handful of LH flights, too.
