quite a surprise...the old Windsor was a 25-30 USD hotel; they must have invested a lot for the renovation

I think first it was planned as just a Mercure...later Grand Mercure and now even Fairmont....however the differences between luxury brands (for example Fairmont) and premium (for example Grand Mercure) are sometimes blurry
its just 100 meters from another Accor property, the Novotel Sukhumvit 20, which is actually not bad (with lounge, large swimming pool etc.)...as Fairmont is 2 level higher (from midscale to luxury) I expect it to be really great!
