You can only complete formalities and provide the date you were scheduled to arrive. If might assume that if you arrive late due to a flight delay that would be self-evident to officials based at the airport.... But it is Manilla....
It appeared that they had to leave the line, complete the forms again, and re-enter the line. If you have your passport, your lodging information, and your vax info handy, it takes 5 minutes. Note that if you are not vaxxed, I am not sure what the process is, i.e. more information requested.
I also assume you could do both in advance - one for planned date of arrival and one for the next day.
