No, it is not just Europe, but it is worse in Europe. UA and CX are not in the same market, so a very different comparison.
It's true - even for legacy carriers. In the US even Southwest has free checked bag and a drink and a snack on board. Asia is quite different though, I saw C food served on CX and OZ and the OZ one was like Y meal with 2 extra trays. The CX meal was like Y meal popped into a plate. LH intra-Europe only offers a bottle of water for Y. The only airline that serves meals intra-Europe is TK (no idea if A3 is doing it).

HK people used to be really proud of CX - it's like a HK premium brand that is known worldwide, but not anymore and it has a nick name "because airline" because they can always find an excuse for their mishap. SQ is not even that good (at least for Y). I'm curious how Starlux is holding up (they are losing $).

I also think the European market is like that because of the no-service culture and you want something you pay extra for it mentality. People are happy to pay a low base ticket price and buy whatever they feel like on board - even though the crew on LH was telling everyone that it would cost them $ for the hot chocolate on board. When people are like that, what can the companies do? I don't like this model so I'll try to avoid it when possible but for TATL there's practically no choice - especially UA is not flying from CPH. The other option is TK - I do whenever I can get cheap fares but it's not always possible.
