I’ve seen transfer desks/signs at all 3 international terminals at MNL; however, they’re nothing like the fully equipped transfer facilities at other major airports. MNL is my home airport so I’ve never connected flights there - it’s always been my point of origin or final destination - but I know for a fact that transfers are nightmarish to say the least, mainly because the terminals aren’t physically connected in any way, shape, or form. Frankly I’ve little idea what sort of service those transfer desks are allowed to offer: could be anything from facilitating airside connections (unlikely) or little more than a help/information desk (probably closer to the mark).
The one airline I know that offers airside connections at MNL is PR, and only then if you’re travelling with them end-to-end.

The only advice I can offer: split up the legs and stay a night in the city. (That and contact your prospective airline/s directly to confirm what sort of arrangements they can offer.)
