There is a bus airside between terminals at EWR, isnt there,so maybe the most basic economy ticket one way domestic that you can find and consider the small price if its cheap,as the cost of the service ?
A fully refundable ticket being very expensive might be risky if there's a time limit to refundability on the day of travel
