This is unusual; I was under the impression it wasn't double charged in this scenario - it's a TSA fee and you do not need to re-do security anyway. If you contact them, let us know the response. I wonder how many people are being double charged - if that is the case.

Edit: I saw this on another airline (Allegiant)'s website, so I wonder if something similar is at play: "A domestic segment beginning or ending in Alaska or Hawaii is subject to U.S. Transportation Tax of $10.60 per person per flight segment. "
