I used to get the approval as long as both rate are flexible cancellation ( not prepiad ) but now it is more strict.
This happens from time to time with new agents.... If it is true it would mean that for all practical purposes can't BRG flexible rates, but for now I would assign it as an anomaly... But we will soon know if the practice for BRG have changed recently....
