The USB VGC I have always gotten at Krogy until recently (where they are starting to dry up now), those get liquidated at Wally once I change the PIN while calling. Typically, I buy a $999 USD + $1 fee MO for a total of $1,000, and split the payment between two $500 USB VGCs without a problem at the good ol Wally World.
USB VGC works at Kroger without issues after you change a pin a wait about 5 minutes. Sutton Simon didn't work for me recently, but worked at Walmart. Some old Bancorp Vanillas didn't work at Kroger, but worked after I "activated" them with a small purchase. Other Bancorp Vanillas worked. Go figure. New Metabank/Sutton/Pathward Vanillas worked at both Kroger and Walmart.
