I've had similar issues with WA, where they used a camera-based system, so the license, not a transponder, determines where the toll goes. I tried to register my rental and went through a lot of web pages only to be told in the end that the license was already registered - I guess you can't do a temporary override.
In addition to the daily fee, you're also charged (at least in WA) for the maximum toll (i.e., when you have an unregistered car and let them bill you by mail) ... even though your car is supposedly registered. Annoying.
