It also means effectively causing delays by following contract to the letter. For instance, if the contract states that they cannot depart until non-working components in the cabin are fixed, rather than letting some small non-essential things wait until later, they will log everything (a faulty handle on the hot water urn, a lavatory door that won't shut easily, etc.) and will not be able to depart until every little thing is taken care of.
