Did the scanner say no to your friends? If so, I think they might've just made up the "capacity" rule, since they ran out of excusions.
The flight to SCL is the last long-haul of the day anyway, so maybe come again 1 - 2 hours later in this case, should capacity really be the problem?

And if people getting denied can post their fare basis codes, that might be useful in identifying a pattern (though it won't help if it's a capacity issue).
