This is not a rumor. It is policy, and it is not new: Bye Bye pro-rated Annual Fee refunds (USA), September 2016, exceptions reported.

BUT, if you were to downgrade to Surpass or the free Hilton card you would receive a pro-rated fee refund.

The Marriott change has already occurred: Marriott Brilliant $300 hotel credit replaced by $25/month dining in Sept 2022.
