It's exactly 24 hours prior to your original flight but if you want to take a later flight then you will need to wait until exactly 24 hours prior to that alternative flight.
For example: it is 6 p.m. now and your flight is scheduled to depart at 5:55 p.m. tomorrow; in this case you can request a complimentary change to a flight that departs earlier than 5:55 p.m. but if instead you want to change to a flight that departs at 9:00 p.m. tomorrow, then you will need to wait 3 more hours (again, assuming it is 6 p.m. now).
Only way I'm aware of is to call B6's Reservations and then you will be transferred to the "Interline" department.
