Did the block start suddenly during the stay, or was the blocking of FT access in place when you initially checked in to the hotel?
f you take the IP address you have at the hotel and check that it's not widely blacklisted by reputable companies, then it's possibly a manually loaded IP address block that Cloudfare did after FT/IB Admins/privileged actors loaded the IP address for blocking. Removing the block should be easy. That's what error 1020 suggests.
