As posted above unless you're using a weird rate code or are prepaying, you can cancel at any time without penalty.

No idea, but probably pretty low in Southern California. As stated above as well, you can't go off-road anyways.

Depends on fleet availability at any given time, and none of us have a crystal ball, but I'd expect $50-125 per day on top of the base rate. It literally takes 3 minutes to make a reservation online / in the app, and probably about 30 seconds to cancel, so I'd hardly call that a "hassle" but whatever works best for you.
