The T&Cs say GUCs can be applied “system wide” for KLM, but not sure what that means. I’m going to call back and ask another agent I guess.
DL can't see anything on KLM till you have a KLM booking for them to pull up.
DL agent can't upgrade/tell you if available till you've booked ticket with KLM.
There's a thread for this topic. It shows ways for you to see if upgrade is available. Easiest is with ExpertFlyer.com
You can also call KLM. While they can't process, they can tell you if currently can be upgraded. (Flights need Z class availability)
Systemwide means any flight operated by KLM.
