Yes, that is spelled out on the T-Mobile website. They describe WiFi calls as being "The Same As Cellular" under those circumstances. You can call the US toll free, but cannot order a pizza from down the block while roaming without charges. I find it interesting that I can call another US cell phone using IMS that is also roaming toll free down the block though. I find the $.25 a minute charge laughable though compared to what we used to pay if we could even make calls. It's still $3 a minute over cellular on T-Mobile to call roaming countries while in the US however.
