Got a latitude itinerary early 2023. According to the cowtool, both legs have upgrade space available. However when trying to upgrade, on the first page where it shows the credits needed, both flights show as getting waitlisted.

The website isn't reliable. It may say you'll be upgraded but you'll end up on the waitlist. Or vice versa. Have you actually requested the upgrade?
