You don’t earn tier points flying Aer Lingus and you won’t earn tier points by flying their franchisee Emerald Airlines. Aer Lingus and Emerald Airlines are not members of OW and so earning with other Oneworld members would be subject to ant partner agreements these airlines might have with a specific airline. Edited to add: AS noted by jbee, you can earn TPs on Aer Lingus when flying on a BA codeshare. You may want to check this forum as the codeshares are usually pricier than the comparable EI marketed fare. Your example wasn’t a BA codeshare, so no TPs.
