If you arrive on time you have a couple of hours. You can be out of the airport 30 minutes after touchdown. Another 15-20 min (use uber) and you can be in a nice neighborhood for lunch. I would avoid the metro as it takes a long-ish detour. You want to head back around 80-90 mins before your flight, to be there at 45-60 mins before your flight. Go through security and to the gate.
