Pick your own. Practically all non-US airlines do not have a grace period, so the only way to ensure a refund is to book through a ta.
Any airline operating in the US not offering refunds within 24 hours of booking* would be breaking long standing US law. As this situation undoubtedly comes up many thousands of times a year with even the smallest airline (most offshore airlines you say), the idea that this is a practice carried out by any carrier without having been fined / sued into oblivion, indicates your claim is false, to be frank.
The fact you dramatically refuse give the name of a single airline that does this, absurdly suggesting privacy concerns, pretty much confirms you're making a false claim.
*made at least 7 days in advance, and Expedia won't refund tickets made closer to flight time than this either.
