Yup, this is my experience as well - my SFO-JFK redeye last Tuesday was showing Z6 for at least 4 days in advance up to when I booked my EY award on it at ~T-30. Half the F cabin ended up being nonrevs. As far as I can tell, J ends up being close to full on many of these routes well in advance - exceptions being late-evening westbound flights (e.g. AA 177 JFK-SFO, AA 2110 BOS-LAX) and early-morning eastbound flights (e.g. AA 234 SFO-JFK).
