I've never moved because of failing infrastructure. I've moved for many other reasons including in higher rated properties. Like when they find an upgrade the next day for you to move in. Or you have a neighbor that's loud or for a better view. I was in Cabo during a hurricane and even the most highly rated hotels had water damage. I know that didn't happen in Mexico City, but crap happens.
